HAZUS Seismic Analysis

The Capital Planning Program is committed to enhancing the resilience of San Francisco. One initiative the CPP is currently undertaking is a seismic analysis of the portfolio of City-owned buildings. The analysis utilizes a tool developed by FEMA called ‘Hazards-United States’ (Hazus) that predicts damages and losse2 – CCSF HAZUS Report (February 2012)s to buildings in the event of a major earthquake. Hazus provides information on how buildings perform in specific earthquake scenarios, including the extent of structural and non-structural damage, expected injuries, and economic impact. The results of Hazus are meant to be viewed as a relative risk review, rather than a detailed engineering study of specific buildings. The relative risk analysis is important for prioritizing capital projects, as well as to receive post-disaster funds from FEMA, and assist in disaster mitigation planning. The City has conducted three rounds of analysis providing information on 218 General Fund buildings. The CPP will update the data on a regular basis.

Construction Cost Inflation Estimate

The Development Impact Fee Reform and Deferral Program require that the Capital Planning Program (CPP) develop and the Capital Planning Committee approve an Annual Infrastructure Construction Cost Inflation Estimate (AICCIE) used to estimate the rise in construction costs within San Francisco. For the 2017 calendar year, the CPP recommended a rate of 5% which was approved by the Capital Planning Committee (CPC) on October 17, 2016.

Street Resurfacing Financing

The Street Resurfacing Financing Working Group was formed at the request of the Mayor and Board President Chiu to prepare a specific set of proposals or recommendations for the Mayor, the Board of Supervisors, and the CPC for financing the repaving and/or reconstruction of the City’s public streets and rights of way.
