As the densest city west of New York, San Francisco packs a vast network of streets, sidewalks, and other rights of way into its 47 square miles. The City and County maintains more than 12,000 street segments or blocks, as well as 37 miles of roadway within the City’s Park System and miscellaneous special streets like the Embarcadero. San Francisco is also responsible for 357 street structures (bridges, tunnels, staircases, and retaining walls), 140 lane-miles of bicycle lanes, hundreds of miles of public sidewalks, over 49,000 curb ramp locations, and nearly 33,000 street trees. These are used by every resident, business and visitor each day, whether they walk, drive, cycle, take transit, or simply consume goods and services delivered to their neighborhood store.
Though the City has fully funded the maintenance of these assets in recent years, underinvestment over the last 20 years has resulted in a significant decrease in overall conditions. On a scale of 1 to 100, the City’s Pavement Condition Index (PCI) steadily dropped from a score of 78 in 1988 (considered “good”) to a score of 63 (“fair”). Most recently evaluated at a citywide PCI of 67, San Francisco would need to invest $874 million over the next ten years to reach an average PCI of 70 by 2025.
Out of concern for the City’s streets and the erosion of traditional sources of funding for them, the Mayor and the President of the Board of Supervisors directed the Capital Planning Committee to form a Street Resurfacing Financing Working Group in January 2010 to study and report on options for funding City streets. The final report was published in July 2010 and provides an overview of the problem as well as a series of policy options for consideration by the Mayor and the Board of Supervisors.
