The Development Impact Fee Reform and Deferral Program require that the Capital Planning Program (CPP) develop and the Capital Planning Committee approve an Annual Infrastructure Construction Cost Inflation Estimate (AICCIE) used to estimate the rise in construction costs within San Francisco.
