Public Comment
Public Comment will be taken in-person, either before or during the Committee’s consideration of each agenda item. Speakers may address the Committee for up to two minutes. During General Public Comment, members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.
People who have received an accommodation due to a disability may provide their public comments remotely.
In addition to in-person public comment, the Capital Planning Committee will set aside up to 20 minutes for each item for members of the public who wish to appear remotely, taking calls in the order that users add themselves to the queue. Because of the twenty (20) minute time limit, it is possible that not every person in the queue will have an opportunity to participate in the meeting remotely.
It is possible that the Committee may experience technical challenges that interfere with the ability of members of the public to participate in the meeting remotely. If that happens, the Committee will attempt to correct the problem but may continue with the hearing as long as people attending in-person are able to observe and offer public comment.

4) CONSIDERATION OF THE RESOLUTION AUTHORIZING THE SALE OF TAXABLE GENERAL OBLIGATION BONDS (AFFORDABLE HOUSING 2016 – PRESERVATION & SEISMIC SAFETY) IN AN AMOUNT NOT TO EXCEED $40,000,000 (Action Item)
Staff from the Mayor’s Office of Housing and Community Development (MOHCD) will provide an overview of the uses of the proposed third issuance of PASS 2016 Go Bonds which is planned to fund four projects with 169 residential and commercial units.
5) CONSIDERATION OF THE RESOLUTION TO AMEND THE FY24-33 CAPITAL PLAN CERTIFICATES OF PARTICIPATION DEBT PROGRAM (Action Item)
Staff from the Office of Resilience and Capital Planning will provide an overview of proposed amendments to the FY24-33 Capital Plan Certificates of Participation (COPs) debt program.
6) CONSIDERATION OF THE ORDINANCE AUTHORIZING CERTIFICATE OF PARTICIPATION (TREASURE ISLAND – E 2 INFRASTRUCTURE PROJECTS) IN AN AMOUNT NOT TO EXCEED $65,000,000 (Action Item)
CONSIDERATION OF THE RESOLUTION AUTHORIZING STAGE 2 CONTRIBUTION – CITY AND COUNTY OF SAN FRANCSICO COMMUNITY FACILITIES DISTRICT (CFD) NO. 2016-1 (TREASURE Island); CONFIRMING ANNEXATION OF PROPERTY TO CITY AND COUNTY OF SAN FRACSICO COMMUNITY FACILITIES DISTRICT NO. 2016-1 (TREASURE ISLAND) AS IMPROVEMENT NO. 3
CONSIDERATION OF RESOLUTION AUTHORIZING STAGE 2 – CITY AND COUNTY OF SAN FRANCISCO INFRASTRUCTURE AND REVITALIZATION FINANCING DISTRICT (IRFD) NO. 1 (TREASURE ISLAND).
Staff from the Treasure Island Development Authority (TIDA) and the Office of Public Finance will provide an overview of the proposed financing and proposed uses of COPs in an amount not to exceed $65,000,000.
The related IRFD resolution and CFD resolution authorizes the redirection of residual property tax increment from the IRFD and residual special taxes from one or more improvement areas in the CFD in an amount up to $550,000 per year, to directly offset lease payments related to the Stage 2 COPs paid by the General Fund.
7) TREASURE ISLAND DEVELOPMENT AUTHORITY (TIDA) FY26-35 CAPITAL PLAN UPDATE (Discussion Item)
TIDA staff will provide an overview of key planned projects, unfunded needs, and accomplishments for the City’s FY26-35 Capital Plan update.

The meeting facilitator will unmute commenters one at a time.

All comments received by the time public comment is called for each item will be read aloud by Capital Planning staff up to the two minutes maximum allotted to each commenter.
