Public Comment
Public Comment will be taken in-person, either before or during the Committee’s consideration of each agenda item. Speakers may address the Committee for up to two minutes. During General Public Comment, members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.

People who have received an accommodation due to a disability may provide their public comments remotely.

In addition to in-person public comment, the Capital Planning Committee will set aside up to 20 minutes for each item for members of the public who wish to appear remotely, taking calls in the order that users add themselves to the queue. Because of the twenty (20) minute time limit, it is possible that not every person in the queue will have an opportunity to participate in the meeting remotely.

It is possible that the Committee may experience technical challenges that interfere with the ability of members of the public to participate in the meeting remotely. If that happens, the Committee will attempt to correct the problem but may continue with the hearing as long as people attending in-person are able to observe and offer public comment.

4) APPROVAL OF THE RESOLUTION AUTHORIZING THE SALE OF TAXABLE GENERAL OBLIGATION BONDS (AFFORDABLE HOUSING 2019), IN AN AMOUNT NOT TO EXCEED $70,000,000  (Action Item)

The Mayor’s Office of Housing and Community Development (MOHCD) will provide an overview of the progress to date for the Affordable Housing Bond Program (2015, 2019, and 2024) and the 2016 Preservation and Seismic Safety (PASS) Program. Staff will present the proposed schedule and planned uses for the third issuance of the 2019 Affordable Housing GO Bond.

5) APPROVAL OF THE MASTER RESOLUTION FOR THE ISSUANCE OF GENERAL OBLIGATION BONDS (AFFORDABLE HOUSING 2024), IN AN AMOUNT NOT TO EXCEED $300,000,000; AND THE RELATED RESOLUTION AUTHORIZING THE SALE OF TAXABLE GENERAL OBLIGATION BONDS (AFFORDABLE HOUSING 2024), IN AN AMOUNT NOT TO EXCEED $152,000,000  (Action Item)

The Mayor’s Office of Housing and Community Development (MOHCD) will present the proposed schedule and planned uses for the first issuance of the 2024 Affordable Housing GO Bond. 

6) APPROVAL OF THE RESOLUTION AUTHORIZING THE SALE OF GENERAL OBLIGATION BONDS (EARTHQUAKE SAFETY & EMERGENCY RESPONSE 2020), IN AN AMOUNT NOT TO EXCEED $225,000,000  (Action Item)

The Department of Public Works and the Public Utilities Commission will provide an overview of the progress to date of the ESER GO Bond Program (2010, 2014, & 2020), including an update of Property Control Division Phase 1, which is funded through the Justice Facilities Improvement Program Certificates of Participation (COPs) and is a part of the City’s exit from the Hall of Justice. Staff will present the proposed schedule and planned uses for the third issuance of the 2020 ESER GO Bond, which include the Emergency Firefighting Water System (EFWS), San Francisco Fire Department Division of Training, and Ingleside Police Station Replacement.

7) APPROVAL OF THE SUPPLEMENTAL APPROPRIATION TO THE EMERGENCY FIREFIGHTING WATER SYSTEM OF ACCRUED INTEREST FUNDS FROM THE EARTHQUAKE SAFETY AND EMERGENCY RESPONSE (ESER) 2010 & 2014 BONDS IN AN AMOUNT NOT TO EXCEED $6,180,354  (Action Item)

Staff from the Public Utilities Commission will present on planned uses for accrued interest funds from ESER 2010 and 2014, to be applied to the Emergency Firefighting Water System (EFWS).

8) FACILITIES SYSTEMS RENEWAL PROGRAM UPDATE & LESSONS LEARNED  (Discussion Item)

Staff from the Department of Public Works will provide an overview of progress to date of projects funded through the Facilities Systems Renewal Program, including a review of lessons learned and proposals for program improvement.
