Public Comment
Public Comment will be taken in-person, either before or during the Committee’s consideration of each agenda item. Speakers may address the Committee for up to two minutes. During General Public Comment, members of the public may address the Committee on matters that are within the Committee’s jurisdiction and are not on today’s agenda.
People who have received an accommodation due to a disability may provide their public comments remotely. Please contact us at cpp@sfgov.org to request an accommodation at least one hour before the meeting time. Read more below in the Disability Access section.
In addition to in-person public comment, the Capital Planning Committee will set aside up to 20 minutes for each item for members of the public who wish to appear remotely, taking calls in the order that users add themselves to the queue. Because of the twenty (20) minute time limit, it is possible that not every person in the queue will have an opportunity to participate in the meeting remotely.
It is possible that the Committee may experience technical challenges that interfere with the ability of members of the public to participate in the meeting remotely. If that happens, the Committee will attempt to correct the problem but may continue with the hearing as long as people attending in-person are able to observe and offer public comment.

4) CONSIDERATION OF THE FY2026 AND FY2027 GENERAL FUND DEPARTMENT CAPITAL BUDGET (INCLUDING CERTIFICATES OF PARTICIPATION FOR CRITICAL REPAIRS & STREET RESURFACING) IN AN AGGREGATE AMOUNT NOT TO EXCEED $429.7 MILLION (Action Item)
The Office of Resilience and Capital Planning will present recommendations for the proposed Two-Year Capital Budget, as well as the proposed program for FY2026 & FY2027 Certificates of Participation.
5) CONSIDERATION OF THE HEALTHY, SAFE, AND VIBRANT SAN FRANCISCO GENERAL OBLIGATION BOND PROJECT LIST FOR THE STREET SAFETY IMPROVEMENT PROGRAM & ACCESSIBLE PUBLIC REALM PROGRAM (Action Item)
Staff from the Office of Resilience & Capital Planning will present a recommended project list based on CPC approved selection criteria for the Street Safety Improvement program and Modern & Accessible Public Realm program included in the Healthy, Safe, and Vibrant San Francisco G.O. Bond.
6) APPROVAL OF THE MASTER RESOLUTION FOR THE ISSUANCE OF GENERAL OBLIGATION BONDS (HEALTHY, SAFE, AND VIBRANT SAN FRANCISCO 2024), IN AN AMOUNT NOT TO EXCEED $390,000,000; AND THE RELATED RESOLUTION AUTHORIZING THE SALE OF GENERAL OBLIGATION BONDS (HEALTHY, SAFE, AND VIBRANT SAN FRANCISCO 2024), IN AN AMOUNT NOT TO EXCEED $218,000,000 (Action Item)
The Controller’s Office of Public Finance (OPF), the Department of Public Health (DPH), Public Works (DPW), and the Municipal Transportation Agency (SFMTA) will present the proposed schedule and planned uses for the first issuance of the 2024 Healthy, Safe, And Vibrant San Francisco GO Bond.

Disability Access
Room 305 is wheelchair accessible. Remote public participation is available upon request for individuals who cannot attend in person due to disability. Making a request to participate remotely no later than one (1) hour prior to the start of the meeting helps ensure availability of the meeting link. Written Public Comment
To offer written public comment to the Committee, please send such comment in a .doc or .pdf file to cpp@sfgov.org by no later than 3pm on the Friday before the meeting. Please limit your written comments to 3 pages maximum. Written public comment will be distributed to Committee members for their review before the relevant item is heard. If the written comment exceeds the 3 page maximum, only the first 3 pages will distributed for Committee members to review.
Distribution of any written material will not place the item on the Committee’s agenda for discussion, nor obligate any Committee member to comment on such written material.
