Public Comment
Public Comment will be taken in-person, either before or during the Committee’s consideration of each agenda item. Speakers may address the Committee for up to two minutes. During General Public Comment, members of the public may address the Committee on matters that are within the Committee’s jurisdiction but are not on today’s agenda.
People who have received an accommodation due to a disability may provide their public comments remotely. Please contact us at cpp-admin@sfgov.org to request an accommodation at least one hour before the meeting time. Read more below in the Disability Access section.
In addition to in-person public comment, the Capital Planning Committee will set aside up to 20 minutes for each item for members of the public who wish to appear remotely, taking calls in the order that users add themselves to the queue. Because of the twenty (20) minute time limit, it is possible that not every person in the queue will have an opportunity to participate remotely.
If the Committee experiences technical challenges that interfere with the ability of members of the public to participate remotely, the Committee will attempt to correct the problem but may choose to continue with the hearing provided people attending in-person can observe and offer public comment.

4) APPROVAL OF (1) THE RESOLUTION OF PUBLIC INTEREST AND NECESSITY AUTHORIZING THE PROPOSED 2026 EARTHQUAKE SAFETY AND EMERGENCY RESPONSE (ESER) GENERAL OBLIGATION (G.O.) BOND IN THE AMOUNT OF $535,000,000, AND (II) ORDINANCE CALLING SPECIAL ELECTION TO AUTHORIZE THE INCRENCE OF BONDED INDEBTEDNESS ENTITLED 2026 EARTHQUAKE SAFETY AND EMERGENCY RESPONSE (ESER) GENERAL OBLIGATION (G.O.) BOND IN THE AMOUNT OF $535,000,000 (Action Item)
The Office of Resilience and Capital Planning (“ORCP”) will present the proposed 2026 ESER G.O. Bond. The Committee will vote on whether to recommend the items to Board of Supervisors.
5) APPROVAL OF THE FY2026-2035 CAPITAL PLAN AND ADMINISTRATIVE CODE SECTION 3.20 AMENDMENTS (Action Item)
ORCP will present the proposed resolution amending the G.O. Bond Program schedule from the FY2026-2035 Capital Plan. ORCP will also present the proposed ordinance to amend Administrative Code Section 3.20, to change the reporting requirement for Capital Expenditure Plans to even years from odd years, beginning in 2028. The Committee will vote on whether to recommend items to Board of Supervisors.
6) CONSIDERATION OF THE ANNUAL INFRASTRUCTURE CONSTRUCTION COST INFLATION ESTIMATE (AICCIE) FOR CALENDAR YEAR 2026 (Action Item)
ORCP staff will present the recommendation for the CY 2026 AICCIE that establishes San Francisco’s official construction cost inflation estimate for the next calendar year. This estimate is used by departments and capital planning staff to establish construction budgets, renewal costs, and state of good repair backlogs. The Committee will vote on whether to approve the proposed AICCIE.

Disability Access
Room 305 is wheelchair accessible. Remote public participation is available upon request for individuals who cannot attend in person due to disability. Making a request to participate remotely no later than one (1) hour prior to the start of the meeting helps ensure availability of the meeting link. Written Public Comment
To offer written public comment to the Committee, please send such comment in a .doc or .pdf file to cpp-admin@sfgov.org by no later than 3pm on the Friday before the meeting. Please limit your written comments to 3 pages maximum. Written public comment will be distributed to Committee members for their review before the relevant item is heard. If the written comment exceeds the 3 page maximum, only the first 3 pages will be distributed for Committee members to review.
Distribution of any written material will not place the item on the Committee’s agenda for discussion, nor obligate any Committee member to comment on such written material.
